Dr Edmond Cheng of Urban Group was elected as
Chairman of Housing Managers Registration Board (HMRB)

Dr Edmond Cheng, Managing Director of Urban Group has been appointed as a member of the Housing Managers Registration Board (HMRB) for 2 years by the General Council of the Hong Kong Institute of Housing with effect from 1st April 2006. Moreover, Dr Cheng was elected as Chairman of the Board after the 1st Board Meeting held on 11th April 2006.
The Housing Managers Registration Board was established on 1st April 2000 to enforce the specific functions prescribed in the Housing Managers Registration Ordinance (Cap 550), which was enacted to provide for the registration of professional housing managers in Hong Kong and the disciplinary control of the their professional activities in related matters.
Dr Edmond Cheng said, "I feel highly honoured to be elected as the Chairman of HMRB by the Hong Kong SAR government and will strive to promote the status of the Registered Professional Housing Managers (RPHM) in Hong Kong, who shall exhibit the highest professional standard in matters related to real estate life cycle management, property asset value maximization and the life time care of the real estate."
According to Dr Edmond Cheng, "The HMRB has 3 major targets as (i) to increase the number of RPHM to exceed 1,100 in 2007; (ii) to enhance the professional status of RPHM by reciprocal recognition with other professional institutes; and (iii) to provide professional opinions to the Government on the housing issues."
"To obtain the professional status of RPHM, one has to go through a meticulous vetting process by the HMRB on professional qualifications and relevant experience, together with a genuine commitment to the adherence of the professional code of conduct prescribed by the Board." Stated Dr Cheng.
With a bachelor's degree in estate management, a master's degree in business administration and a doctoral degree in business and management, Dr Cheng is a Fellow of the Hong Kong Institute of Housing, the Chartered Institute of Housing, the Hong Kong Institute of Surveyors, the Royal Institution of Chartered Surveyors, the Hong Kong Institute of Real Estate Administration, the Hong Kong Institute of Facility Management and the Hong Kong Institute of Directors. He is also a Chartered Member of the Chartered Institute of Logistics and Transport in Hong Kong, a Registered Professional Housing Manager, a Registered Professional Surveyor (General Practice) and a Certified Facility Manager.
Dr. Cheng was the President of the Hong Kong Institute of Housing between 2000 and 2002, Vice Chairman of the Housing Managers Registration Board between 2002 and 2004, a member of the Real Estate Services Training Board of the Vocational Training Council, the Contractors Registration Committee of the Buildings Department and the Review Committee of the Urban Renewal Authority between 2000 and 2003.
