Urban Group launches Premier Management Model with 21st Century Integrated TQM Approach

Urban Group, a subsidiary of New World Services Limited launched its Urban Premier Management Model (UPM) with a 21st Century Integrated TQM approach on 13th September 2002 at the Hong Kong Convention and Exhibition Centre, Wanchai. The Ceremony attracted over 800 property owners and guests to attend and witnessed the outstanding achievement of the Group.

Officiating guests of the Launching Ceremony included Mr C M Leung, JP, Permanent Secretary for Housing, Planning & Lands (Housing) of HKSAR Government; Mr K L Chan, Managing Director of New World Services Limited; Mr Richard Chan, Chief Executive Officer of HKQAA; Mr Andrew Wong and Mr Patrick Lam, Executive Directors of New World Services Limited; and Dr Edmond Cheng, Managing Director and Mr Lau Po Chi, Deputy Managing Director of Urban Group.

2002-2003 is the Quality Enhancement Year of the Urban Group. The Urban Premier Management Model is a brand new management approach launched by Urban to reform the operation concept of the Hong Kong property management industry. This model is driven by seven Core Drivers, namely 1) Visionary Leadership; 2) Six-Star Standard; 3) Exceed Customersˇ¦ Expectation; 4) Asset Management; 5) Continuous Improvement; 6) Green Lifestyle and 7) Community Care.

The Model is based on the World Class Malcolm Baldrige TQM Model, combining the unique Sm@rtUrban™ Model, which comprises Property Management, Technical Management, Administrative Management, Financial Management and Customer Management; and the concept of Balanced Scorecard, to provide quality management services to the Hong Kong people so as to guarantee a Six-Star standard in their property and facility management services.

Mr C M Leung, JP, Permanent Secretary for Housing, Planning & Lands said on the Launching Ceremony, "Property management is of great importance to the daily lives of the Hong Kong people. In recent years, the property management industry is gaining momentum through competing in service enhancement. Private management companies are well aware of the market situation and introduce new models to cope with the demands of the residents. The Urban Premier Management Model launched by Urban today is a good example of the innovative move of the property management industry."

Mr K L Chan, Managing Director of New World Services Limited said, "Urban Group has been serving the Government Property Agency since early 1990s. In addition, the Urban Group has successfully upgraded its ISO 9001 Certificate to the Year 2000 version in July this year to further improve their service standard. Mr Richard Chan, Chief Executive Officer of HKQAA presented the ISO 9001:2000 version Certificate to Urban during the Launching Ceremony. He also recognized Urbanˇ¦s achievement in quality enhancement and commended its staff members for their endeavours in promoting service quality in the industry.

During the Launching Ceremony, the Urban Group presented seven categories of awards to their business partners, namely the TQM Public Rental Housing Estate Award, the TQM HOS Court Award, the TQM Community Service Award, the TQM Security Service Award, the TQM Green Property Award, the TQM Asset Value Enhancement Award and the TQM Corporate Partnership Award. These awards enable the customers and corporate partners of Urban to share the achievements of Total Quality Management.
